尊敬的國會議員：
我們是一個支持民主的紐西蘭華人社團，一直在關注PRC在NZ的影響力擴張，我們的多名成員也遇到騷擾、威脅、毆打。我們深刻感受到PRC（CCP)的影響力越來越大，CCP的支持者也越來越有攻擊性，這種現象不但令人不安，也損害紐西蘭的主權和國家安全。
我們強烈呼籲國會立即開始立法，限制CCP影響力的富有侵略性的擴張，保護紐西蘭的主權和國家安全。
紐西蘭需要「外國代理人」立法的理由或證據：
1、中國在NZ設立秘密警察站，在媒體報道後取消。【1】
2、中國干涉我國的選舉。
A、親共僑領通過大額捐款，接近我國的高級政客。媒體報導的很多了，包括：張乙坤、饒金山、黃瑋璋、王立立、陸欣讌。【2】【3】【4】
B、華社在我國大選時，投票傾向出現的大幅度的鐘擺現象，忽左忽右。我們認為是因為親共媒體用誤導性報導、親共社團和親共僑領用假消息在影響華人選民。華人人口已達5%，在MMP選舉制度下，已經足夠對我國的大選造成重大影響。
3、多個華文媒體在做PRC(CCP)的宣傳者。他們或被控制、或被暗示強迫，禁止報導PRC(CCP)的重大負面新聞，塑造華人對PRC(CCP)的好感，培養華人對PRC(CCP)的忠誠。SIS 2024的年度報告提到了。【5】
4、多個華文媒體在傳播和渲染仇恨，破壞華人社區融入本地，促進華人的民族主義情緒。例如,用媒體擴大渲染本地極少數的種族歧視案例。【6】【7】【8】
5、大量的華人社團和華社領袖，被CCP控制、操縱或強迫，成為中共影響力滲透紐西蘭政治、經濟、文化等領域的工具，目的是維護中國利益。如在各國都有的成體系的“華人和平統一促進會”，已經被美國列為中國外交使團【9】。如新西蘭華星藝術團，以藝術之名傳播CCP價值觀。【10】【11】
6、我們的小學、中學、大學的學術自由正在受「孔子學院」慢慢的侵蝕破壞，以學習中文和促進文化交流的名義，孔子學院和我們的小學、中學、大學在慢慢推廣合作，推廣CCP價值觀。【12】【13】
7、我們的信仰自由被侵蝕。奧克蘭恩泉靈糧堂華人教會牧師周斌在敬拜活動中為一帶一路禱告，為中興禱告。這是親共教會領袖在隱蔽地植入民族主義。【14】
8、一些親共僑領越來越有攻擊性，動手打人已是常態。2024年最新的是報導是在李強訪問NZ時毆打抗議者的幾個華人僑領。【15】
9、PRC駐奧克蘭總領館召開志願者團隊成立暨業務培訓會議。【16】
10、PRC在全世界的跨國鎮壓似乎越來越多。Stuff的記錄片采訪到一位受害者，證明中國代理人試圖在NZ綁架他。【17】
我們對這些事實案例感到非常憂慮，這些都是中共在新西蘭已經公開的行為，不公開的行動必然更多更嚴重。
我們意識到，在超級大國的滲透面前，要保衛我國人民的民主自由生活方式，急迫地需要立法補丁。紐西蘭是個民主和平開放的小國家，在全球化時代，需要對強大外國的滲透行為進行限制規範，好籬笆才有好鄰居。
我們特此強烈呼籲：尊敬的國會議員，為了紐西蘭的長遠福祉，請借鑒澳大利亞、加拿大、英國、美國的類似立法，制訂規範約束「外國代理人」的有關法律，要求：
*1,外國代理人必須登記，相關活動應該透明化；
*2,政治立場為外國宣傳的媒體必須登記，資金來源應該申報；
*3,禁止外國人及其代理人干涉我國的選舉；
*4,禁止外國人及其代理人的政治捐款；
*5,授權警察和SIS經必須的法律程序，可以對外國代理人的滲透活動采取適當的措施，包括警告、罰款、起訴等。

A letter call on NZ Parliament to legislate to restrain foreign agents, stop the expansion of foreign interference and defend New Zealand’s way of life
Honourable Members of Parliament:
We are a pro-democracy Chinese society in New Zealand. We have been concerned about the expansion of People’s Republic of China (PRC)’s influence in NZ, and a number of our members have encountered harassment, threats and assaults. We deeply feel that PRC (Chinese Communist Party, CCP) is getting more and more influential and CCP supporters are getting more and more aggressive. This phenomenon is not only disturbing, but also undermines New Zealand’s sovereignty and national security.
We strongly request the Parliament to initiate legislation to limit the aggressive expansion of CCP’s influence and protect New Zealand’s sovereignty and national security.
The Reasons or Evidence for ‘Foreign Agent’ Legislation in New Zealand:
1. China set up a secret police station in NZ, then cancelled after media reports. [1].
2. China interfered in our election.
A, Pro-CCP leaders have access to our top politicians through large donations. There have been many media reports, including: Zhang Yikun, Jackson Rao, Steven Wong, Wang Lili, Vicky Lu. [2] [3] [4]
B,In the past few general elections, a large swing in the voting tendency of the Chinese community can be observed. We believe that this is due to the fact that pro-ccp media has influenced the Chinese voters with misleading reports, and pro-ccp associations and community leaders with fake news. Under the MMP electoral system, the Chinese population has reached 5%, which is enough to have a significant impact on the local general election.
3, Several Chinese media are working as propagandists for PRC (CCP). They are either controlled or coerced by implication to forbid reporting major negative news about PRC(CCP), to shape Chinese people’s goodwill towards PRC(CCP), and to cultivate Chinese people’s loyalty towards homeland PRC(CCP), a case study mentioned in the annual report of SIS 2024. [5]
4, Several Chinese language media are spreading and rendering hatred, undermining the integration of the Chinese community into the local, and promoting nationalistic sentiments among the Chinese community. For example, the media is used to amplify and exaggerate the very few local cases of racial discrimination. [6] [7] [8]
5, A large number of Chinese associations and Chinese community leaders are controlled, manipulated or forced by the CCP to become tools for the CCP’s influence to penetrate into New Zealand’s political, economic and cultural spheres, with the aim of defending China’s interests. For example, the ‘Chinese Peaceful Reunification Promotion Association’, which has been established in various countries, has been listed as a Chinese diplomatic mission by the United States [9]. For example 2, the New Zealand Hua Xing Art Troupe spreads CCP values in the name of art. [10] [11]
6. The academic freedom of our primary schools, secondary schools and universities is being slowly eroded and destroyed by ‘Confucius Institutes’. In the name of learning Chinese language and promoting Chinese culture, the Confucius Institutes are slowly promoting CCP values in our primary schools, secondary schools and universities. [12] [13]
7. Our freedom of religion is being eroded. For example, Zhou Bin, chief pastor of the Chinese church at Bread of Life Christian Church-Spring of Grace in Auckland, prayed for the Belt and Road and for the ZTE （a China ICT giant） during the worship service. This is a covert implantation of nationalism by pro-CCP church leaders. [14]
8. Some pro-CCP community leaders are becoming more and more aggressive, and beatings have become the norm. The following is the latest report of several Chinese leaders beating up protesters during Premier Li Qiang’s visit to NZ. [15]
9, PRC Consulate General in Auckland held a volunteer team establishment and business training meeting. [16]
10, PRC’s transnational repression around the world seems to be increasing. Stuff’s documentary interviews a victim who testifies that Chinese agents tried to kidnap him in NZ. [17]
We are very very worried about these factual cases, these are the actions of the PRC(CCP) in NZ that have been made public, and the undeclared actions are bound to be more numerous and serious.
We realise that legislative patches are urgently needed to defend our people’s democratic and free way of life in the face of superpower infiltration. New Zealand is a tiny, democratic, and open country. In the era of globalisation, there is a indeed need to restrict and regulate the infiltration of powerful foreign countries. Good fences make good neighbours.
We hereby strongly request: Honourable Members of Parliament, for the sake of New Zealand’s long-term well-being, please take reference from similar legislation in Australia, Canada, UK and USA, and formulate a law to regulate and control ‘foreign agents’:
*1,Foreign agents must be registered and their activities should be transparent;
*2,Media foreign propaganda must be registered and their sources of funding should be declared;
*3,Foreigners and their agents are prohibited from interfering in the country’s elections;
*4,Prohibit political donations by foreigners and their agents;
*5,Empowering the police and SIS to take appropriate measures against infiltration activities of foreign agents, including warnings, fines, prosecutions, etc., after the required legal procedures.
