2026年初,我們——長期關註並研究中國經濟與社會發展的學者與專家,在美國大華府地區召開了第二屆「中國國是會議」。會議圍繞中國當前的經濟形勢、社會結構與政治走向進行了系統評估與深入討論,並在若幹重大問題上形成了基本共識。
我們審視當下的中國,認為習近平的個人獨裁統治導致結構性危機正在持續累積,民生困境日益加深,青年就業持續惡化,勞動收入普遍下滑,房貸、醫療、教育等基本生活成本長期高企,房地產與金融體系風險外溢,社會分配嚴重失衡,貧富差距不斷擴大,社會安全日益惡化。
中國經濟明顯下行,導致中國最脆弱的社會群體——失業者、返鄉農民工以及面臨長期就業困境的青年群體,生活更為艱巨,他們缺乏制度性保障,卻要承受錯誤政策的後果,其生存處境值得高度關註。
然而,中共當局漠視民眾的基本需求,不顧民間疾苦,沈溺於「中國夢」敘事,以「政權安全」為其統治的絕對優先目標,凸顯中共立黨為私。
基於上述現實判斷,本次會議就當前局勢,宣示我們的立場:
1、政府存在的根本目的是保障國民基本生存與尊嚴
中共長期服務於個人獨裁,將經濟推向系統性困境。我們敦促中共立即結束個人獨裁,切實保護私營業者的基本權利,停止一切以城管、工商、稅務等之名行壓迫之實的行為。
2、「朱門酒肉臭,路有凍死骨」必須終止
在中國民眾的基本生存條件不能得到保障之時,中共權貴集團卻肆無忌憚地將公共資源用於個人及家族的驕奢淫逸的享受。我們在此嚴正聲明:堅決反對中共特權集團,要求其立即停止向中共官員提供超國民的特殊待遇。
3、必須將有限資源優先用於民生
必須停止好大喜功的政治工程,終結對「大國崛起」的迷戀。資源應優先用於保障人民的基本生存與可持續發展,立即停止一切對外「大撒幣」行為。
4、放棄「武統台灣」,停止破壞區域和平
維持兩岸現狀,停止在台灣海峽的軍事擴張行為,將巨額軍備用於民生。
5、結束一黨專政,還政於民
取締維穩體系,中共必須將其長期占用的維持專制統治的國家資源轉用於公共服務、社會保障與基本民生。政治權力應回歸人民,政府必須接受真正的社會監督。
我們呼籲所有中國公民(包括中共黨內人士)勇敢行使監督權利,對一切濫用公共資產、維護個人獨裁和一黨之私的行為,予以堅決抵制,為早日實現自由、民主、人權、法治而努力。

Our Positions on the Current Situation in China– Statement of the Second Congress on China’s Future
February 2, 2026
In early 2026, we — scholars and experts who have long been following and studying economic and social development in China — convened the Second Congress on China’s Future in the Greater Washington, D.C. area in the USA. This Congress conducted a systematic assessment and in-depth discussion of China’s current economic situation, social structure, and political trajectory, and reached a basic consensus on the following several major issues.
Examining present-day China, we think that Xi Jinping’s personal autocratic rule is leading to a continuous accumulation of structural crises, deepening livelihood difficulties for the Chinese people; worsening youth unemployment; widespread declining in labor income; persistent high costs of basic necessities such as housing, healthcare, and education; spillover risks from the real estate and financial systems; severe social inequality; widening wealth gap; and deteriorating security of the society.
The significant economic downturn in China has made life even more difficult for the most vulnerable social groups, include the unemployed, migrant peasant workers returning to their countryside homes, and young people facing long-term unemployment. These people lack institutional protection yet bear the consequences of flawed policies, and their plight deserves serious attention.
However, the CCP authorities disregard the basic needs of the Chinese people, ignore their suffering, and indulge in the “Chinese Dream” narrative, making their “regime security” the absolute priority of their rule, which highlights the self-serving nature of the Chinese Communist Party (CCP).
Based on the assessment of the above reality, this Congress declares our position regarding the current situation in China:
1. The fundamental purpose of government is to guarantee the basic survival and dignity of its citizens.
The CCP has long served its personal autocracy, pushing the Chinese economy into systemic difficulties. We urge the CCP to end its personal autocracy immediately, effectively protect the basic rights of private business owners, and stop all acts of oppression carried out in the names of urban management, industrial and commercial administration, and taxation, etc.
2. The situation of “the rich feasting while the poor freeze to death” must end in China.
While the basic living conditions of the Chinese people are not guaranteed, the privileged group of the CCP unscrupulously uses public resources for their personal and families’ extravagant enjoyment. We hereby solemnly state: We firmly oppose the CCP’s privileged group and demand the CCP to stop providing special treatment to CCP officials that is above and beyond that of ordinary citizens.
3. Limited resources must be prioritized for the livelihoods of the Chinese people.
Political projects driven by vanity and extravagance of the CCP must be stopped, and the obsession with “the rise of a great power” must end. Resources should be prioritized to guarantee basic survival and sustainable development of the Chinese people, and all extravagant spending abroad should be stopped immediately.
4. Abandon the “military unification of Taiwan” and stop undermining regional peace.
Maintain the status quo across the Taiwan Strait, cease military expansion in the Taiwan Strait, and allocate instead massive military spending to improve the livelihoods of the Chinese people.
5. End one-party dictatorship and return political power to the Chinese people.
CCP’s stability maintenance system must be abolished. The CCP must transfer the national resources it has long used to maintain its totalitarian rule to public services, social security, and basic livelihoods of the Chinese. Political power should be returned to the Chinese people, and the government must accept genuine social supervision.
We call on all Chinese citizens (including members of the CCP) to bravely exercise their right to public supervision, resolutely resist all acts of abusing public assets, maintaining personal dictatorship and the self-interest of the one-party dictatorship, and strive for the early realization of freedom, democracy, human rights, and the rule of law in China.
